Business Support

Success at first MSE led MareNet event

Money was as the top of the agenda at Marine South East’s inaugural MareNet event last month. The event, which was held at the Chichester Yacht club, included an interesting tour of BA Peters’ shipyard and attracted more than 40 delegates, and focused on helping companies increase their profitability. MareNet events are totally free for businesses to attend.

The theme of last month’s event was ProfitNet, a programme based on the idea of getting businesses that operate in similar environments to work together to identify and develop practical solutions to individual problems.

Within ProfitNet, businesses join a sector specific group and attend a facilitated session once a month. Experts are invited at the discretion of group members. The group is totally business led and driven by its members.
There was an excellent presentation on the ProfitNet model from Dr George Tsekouras, Senior Research Fellow at the University of Brighton.. The presentation included numerous examples of impressive results from around the world and more specifically from other ProfitNet groups in East Sussex.
This was followed by a very enthusiastic talk from Colin Monk, Pro Vice Chancellor of Brighton University, on the opportunities for marine businesses to work with Universities. He talked about three examples of successful partnerships through the Knowledge Transfer Partnership scheme, the Rapid Prototyping work with Portsmouth and Brighton Universities and Brighton's creativity centres.

Both presentations stimulated a good number of questions from marine businesses. As a direct result of the MareNet event a Marine ProfitNet group will be established in the Chichester area, with their first meeting on 23rd May. The MareNet meeting also heard from Trevor Hayman, Associate Tax Director at Smith Williamson. He talked about the R&D Tax credits scheme, the application process, and the changes resulting from recent budgets. The presentation stimulated a number of questions from delegates, many of whom are now interested in applying for funding from the R& D tax credits scheme.

Graham Clarke facilitated an open forum discussion session at the end of the meeting to develop an understanding of the current needs and issues affecting the sector, so that these could be addressed at future meetings. These included:
• Skills and training issues
• Regulations in the Export sector
• Accessing grants; partnerships with universities
• UK Regulations regarding EC Directives for the marine sector
• Lean business improvement - office and manufacturing
• Supply chain issues - selling to large primes
• Opportunities for the 2012 Olympics

Hampshire and Isle of Wight Marine CoVE
The Marine CoVE exists to increase employer-college engagement through the ongoing development of relevant learning opportunities to meet current and future skill requirements in marine industries.

This includes the development of vocational provision in further education, and liaison with schools to encourage participation from young people at all levels and abilities.

The CoVE also encourages collaboration between providers and promotes excellence in learning to all students on specialist vocational programmes.

The Regional Resource Centre
The Marine Regional Resource Centre, one of the first of its kind, is based at Southampton City College’s Maritime Technology Centre (MTC) at Woolston. The MTC is centrally located at the heart of marine activity and the presence of the RRC will have a significant impact on marine business utilising composite technologies. The RRC is a working partnership consisting of Southampton City College, the Centre of Vocational Excellence (CoVE) for Engineering Practice & Productivity and Solent University.

Latest news from the Kent area

Since the appointment of Marine South East’s project manager dedicated to the East Kent area, projects are now underway to help marine companies make the most of opportunities in the area. Here are just a couple of these.

Creation of a Centre of Excellence for renewable and marine technologies

East Kent Partnership is leading on the development of a new concept to link the University of Kent and its sister organisations to create a major wind farm development for the Thames Estuary, which will be managed by the London Array.

The aim is to create a major cluster of new engineering and marine related companies that will capitalise on planned transport infrastructure improvements, harness the strength of Further Education/Higher Education provision across the sub-region and reinforce the South East’s established market position in the marine and aviation sectors. It will through the creation of an internationally recognised centre for spearheading enterprise and innovation in the field of renewable energy production, carbon neutral technologies and marine technology related industries. Early discussions are underway with key stakeholders to develop the concept.

Creating a Further Education vocational centre of excellence for the Maritime Industry in Dover

South Kent College has received funding in principal from the LSC to develop a new state of the art campus within Dover town centre. This provides an opportunity to look at developing the whole of the mid town area as an attractive mixed use riverside location. The development of a new campus signifies the importance of having education as the cornerstone of the regeneration of Dover. It also provides a focus for vocational and skills development to ensure a committed and efficient workforce.

In developing this new facility the vision is for Dover FE College to become a vocational centre of excellence for the Maritime industry providing courses, training, accommodation and hospitality expertise. There will be a focus on upskilling local people, whilst developing strong links with European Partners together with academic institutions and maritime sector businesses.

Marine South East seeks funding for European projects

Marine South East has recently been working hard to put together bids for European funding opportunities. The first two bids were submitted in May and are just the first of a series of potential funding streams becoming available. They will be followed by further opportunities later in 2007 and into 2008.

Through its innovation and cluster working groups Marine South East has been looking at programmes for businesses to work together on research and innovation projects that could access these funding streams. Planning and environment

MSE discusses the future of Ports in the South East

Jonathan Williams, Chief Executive of Marine South East recently presented at a conference in Bremen, Germany on the future of City Ports in the light of the European Green paper on this subject.

The Green Paper looks at a range of issues, paying particular attention to the role of ports within the common transport policy. Until now Ports haven’t had a central role in the policy, yet they should become significant in the trans-European transport network (TEN-T) by:
• increasing the efficiency of the European transport system;
• encouraging growth of intra-EU trade and trade with third countries;
• overcoming congestion of the main land-corridors;
• enhancing maritime links with island and peripheral regions;
• strengthening the multimodal aspect of the TEN-T.

During his presentation at the conference, Jonathan Williams talked about the relationship between ports and port-cities, highlighting the issue of UK ports often not being considered as an integral part of a city. This issue is also being addressed in Southampton by the new Port City Futures initiatives, led by Business Southampton. Work is underway to develop greater public access to the port, and to explore future trans-shipment options, with Marine South East keen to work with Ports to look at realistic, long term solutions to shift freight from the road network onto waterborne modes.

Development of the Port of Southampton has been seen as a particular success story with the opening of the upgraded City Cruise Terminal. As Doug Morrison, ABP Port Director, Port of Southampton, commented at its opening:

“The ongoing revival of Southampton’s cruise business is a triumph, not just for us and our partners, but also for the maritime culture of the city of Southampton and the economy of the whole South-East. Every single passenger makes a meaningful contribution to the regional economy, and this year we are expecting 800,000 of them, more than ever before.

BMF's Workshop on Marine Bill Raises Important Questions for our Industry

BMF members had an opportunity to influence the development of the Marine Bill last week. In a packed programme, Dave Bench, who heads up the DEFRA Marine Bill Team detailed the government proposals. The White Paper itself, which runs to 168 pages, was translated into four key sections:
1. Planning in the Marine Area
2. Licensing Marine Activities
3. Marine Nature Conservation
4. Setting up a Marine Management Organisation

The event covered how the Bill will potentially affect both the marine industry and its customers, whose activities are focused in the marine environment. Under the proposals, the government would set up a new Marine Management Organisation, which would take on the licensing of activities, such as dredging and marine construction, currently carried out by Marine Consents and Environment Unit. Ahead of this move, the Marine Consents and Environment Unit (MCEU) recently became part of the Marine and Fisheries Agency.

The new organisation is likely to be sited outside London, and would also be responsible for Marine Planning, which is central to the Bill. Crucially, through lively discussion, it became clear that it was not intended to recreate a land based planning system offshore. Instead, such planning would be based on bringing together relevant information about both the marine environment and socio-economic activities. The resulting plans would reflect priorities based on relevant government policies. So where will marine leisure fit in future government priorities?

How marine planning will work in practice is still to be decided. What's clear is that there's an opportunity to speed up the marine consenting process and there was discussion of keeping the amount of work linked to getting consents in proportion to the scale of development involved. This would be a real step forward if it could be made to work in practice.

There are controversial aspects, for example the suggestion to introduce byelaw making powers, for the regulation of some unlicensed activities, potentially including motorised recreation. With these powers would come a system of enforcement - current suggestions include a system of fixed penalty notices for offences committed under these proposed nature conservation byelaws.

BMF has serious concerns about the practicality of these proposals, and also wants to ensure that sound science is at the core of what's proposed. Importantly, DEFRA recognises that education is preferable, although it views the Bill as an opportunity to gain the above powers. The afternoon considered the regulatory impact assessment that's been produced alongside the White Paper. It's here where the government is really looking for input from SMEs, specifically about how the Bill could impact on their businesses. BMF will be co-coordinating the views of its members to ensure they put in a robust response and continue to influence the Bill as it is drafted.

Latest news on the future of Portsmouth Naval Base

The latest issue of Drumbeat, the newsletter looking at the future of Portsmouth Naval Base has now been published. This latest issue covers some of the most recent business wins by companies in the area, reflecting the buoyancy of the marine industry in the area.

Around 100 jobs will be created in Portsmouth after the VT Group won a £150m contract to build three off-shore patrol vessels. The shipbuilders signed a contract with the Trinidad and Tobago Coastguard to supply three 90-metre long ships, which will be built at the firm’s yard in Portsmouth.

Production is expected to start in the autumn for the first vessel to be handed over in 2009. The ships will be used for various roles including special operations and maritime law enforcement. The contract will sustain around 200 skilled jobs and create a further 100 new positions at VT’s Portsmouth

Marine electronics specialists Raymarine is to move into a prime new office site at Portsmouth – to prove its long-term commitment to the city. The 350-strong company, which has two existing sites in Portsmouth, is to relocate to a new complex at North Harbour, possibly by December 2009. Its new ‘home’ on the former Johnson & Johnson site will provide new offices and an engineering, research and development, service and test centre.

Isle of Wight to benefit from new Palmer Johnson facilities

Wisconsin-based yacht builder Palmer Johnson has announced that it will be building a new production facility in East Cowes, which is expected to create 70 new jobs in the area.
The new facility will produce 36.6m (120ft) and over aluminium yachts and is the culmination of months of work by the IW Economic Partnership and the South East England Development Agency (SEEDA) to agree a way forward to build a production facility at Venture Quays.

Jonathan Williams, Chief Executive of Marine South East, commented: ‘this reflects the quality of facilities available in the South East, and it’s a real boost to the industry that we are able to attract high profile companies such as Palmer Johnson. It is sure to have a positive knock-on effect for marine suppliers in the area and will help to maintain the South East as one of the most important regions for the marine industry.’

Training and recruitment

Marine South East training update

Marine South East has been busy over the last few months with a range of activities helping to boost training and recruitment across the whole of the South East.

Apprentice mentors
20 Apprentice Mentors will have completed their training later this month and gained an Institute of Leadership and Management qualification in Team Leading. The mentors are drawn from marine companies in Hampshire and West Sussex who either run apprenticeship schemes or are starting one in the near future.

Many of the mentors will also be available as Apprentice Ambassadors to provide advice and guidance to marine companies who want to take the first steps to training apprentices. The Ambassadors come from a wide range of companies varying in size from small to large so businesses, which means that businesses of all sizes will be able to gain advice from mentors with experience in a similar-sized company.

Work placements
Students from Southampton City College's Maritime Technology Centre have been on work placements arranged by Marine South East and their partner IBP Training & Employment. The programme enables the students to experience the workplace and gives companies the opportunity to see the young people's skills with a view to employing them either part-time, full time or as an apprentice.

Two companies, J Craft and Concourse Yachts, have reported being very impressed by the calibre of the young people and have taken them on with a view to helping them complete their training. Twins looking for work placements in the South East
Marine South East has also been contacted by 17 year old twins who are keen to work in the marine industry. The boys currently live in Lincolnshire where marine companies are scarce but they know that the South East Region provides good opportunities and they are willing to move to undertake their apprenticeships.

They are aware that there may not be a company that could employ them both but the main requirement is for them to be able to live in the same location and be able to travel to their respective workplaces. They have their own transport.
Both boys have 5 GCSE's and an NVQ in Basic Motor Servicing and their interest in marine engineering grew from their family owning a boat. They've also developed their practical skills with work experience on local farms in the area where they live.

Lend your support to the Schools Marine Challenge 3rd July 2007

Schools Marine Challenge is now in its second year in the South East. It has been developed to introduce school children to the world of marine technology and engineering via direct contact with businesses and hands-on experience of boat building. Fifteen schools from around the South East are taking part in the competition to design, build and race model powerboats, 50% more than last year. The teams will compete against one another at Race Day.

Unlike other competitions, Schools Marine Challenge offers significant benefits to many aspects of teaching, as well as addressing the wider training and skills issues surrounding the marine sector.

Race Day has been confirmed as Tuesday 3 July 2007 at Southwater Watersports Centre, Southwater, near Horsham. Here, the teams will race their boats against each other and will be marked on the design of their boats, the power system, how the young people worked together, and how they compete on Race Day.

We would like to invite you to come along to Race Day to see for yourself the high quality of work and enthusiasm your local schools have put into the project.

We would also like to offer you the opportunity to donate a prize for the Challenge. Prizes are awarded to teams in several categories, ranging from racing positions to teamwork. The winning schools will be awarded their prizes at a presentation at the end of Race Day. We are looking for sponsors for the Overall Winner prize, and donations of prizes for other categories. Examples of previous prizes include boat trips for the teams, marine-related activities for the teams and vouchers or cash for schools.

Last year the challenge attracted significant media interest, with coverage on local and regional newspapers, radio and television covering the race day and build up to the event.

A helping hand to recruit a graduate

Business+ is a pilot programme, sponsored by SEEDA (South East England Development Agency), which seeks to fill the gap within University-Business projects that exists between frameworks such as STEP and the full 18 months to 3 year Department of Trade and Industry Knowledge Transfer Partnership. Projects are eligible to run from between 3, 6, 9 or 12 months.

The pilot is being delivered through a consortium of Universities:

Business+ is only available to SMEs within the SEEDA region, currently without significant interaction with Universities that are seeking to enhance their existing record of recruiting and retaining graduates. It is designed to offer project flexibility as well as training and support to the company partner, academic and graduate. The company does have to make a basic contribution of £1400 per month.

The company benefits from direct access to the technology base and resources of the University throughout the programme and by engaging with a graduate who will bring an academic background comprising intellect, application and maturity. SEEDA provides a financial contribution to the investment programme.

The graduate will receive additional training in various aspects of SME management and growth. For a company thinking about graduate recruitment, this is an opportunity to work closely with potential employees who will be acquiring skills directly relevant to an SME.

South East success in Superyacht Awards

South East superyacht companies reigned supreme at this year’s Boat International Superyacht Awards, held in Venice on 27th April, winning 8 of the 15 awards. This is an incredible achievement for the region and shows the strength of design and talent in the region.

The list of winners from the South East included:
• Stylist awards for Tim Heywood Designs and Terence Disdale Design in the Best Displacement Motor Yacht of 1300 to 2999GT category, as well as Interior designer award again for Terence Disdale.
• Naval Architect and stylist awards for Tony Castro and Interior Designer award for Dick Young Designs in the Best Diplacement Motor Yacht of below 500GT category.
• Best Motor Yacht Interior for Terence Disdale Design
• Best Motor Yacht Exterior styling for Dubois Naval Architects
• Stylist design award to Tim Heywood Designs and Interior designer Award to Terence Disdale Design in the Motor Yacht of the Year category.
• Stylist and Interior Designer awards to Ken Freivokh in the Best Sailing Yacht in the 45m+ size category
• Interior designer award to Dick Young Designs in the Best sailing Yacht in 30m to 44m size category
• Ken Freivokh also won awards in the Best Sailing Yacht Interior category and 2 awards in the Sailing Yacht of the Year category.

RYA Sailability looking for new trustees

RYA Sailability is the charity of the Royal Yachting Association, promoting sailing for disabled sailors of all ages in the UK. The charity supports over 200 Sailability groups providing grants for specialised equipment, training for volunteers and fast tracking Paralympics athletes. RYA Sailability trustees raise the funds to make all this happen through fundraising events and sponsorship. They are currently seeking new people to join this dedicated group with experience in grants, corporate sponsorship, individual giving and financial planning. If you are a sailor all the better but if not there’s plenty of help to get you on the water!

RYA Sailability centres are run by passionate, dedicated, practical people who are determined that no disability presents any boundaries to enjoying sailing. Over 17,000 disabled sailors currently enjoy the freedom, exhilaration and independence that sailing offers but the charity aims to get many more people out on the water. Sailing also offers a great social life, gives carers and families a break and everyone the chance to learn new skills.

Aerospace at the University of Southampton, Wednesday 6th June

Venue : University of Southampton

Marine companies are being invited to attend an event looking at examples of research and Technology partnerships between the University of Southampton and companies from the aerospace sector. There will be opportunities for networking as well as a tour of facilities including high voltage lab, wind tunnels, anechoic chamber, reverberation chamber, structures lab and materials lab.

Portsmouth Harbour Multihull Boat Show, 8-10 June 2007

Venue: Royal Clarence Marina, Gosport

Visitors will be able to see the unique Multihull designs from 6 leading Multihull dealers which include Ancasta, Multihull world, Motor Cats, Patrick Boyd, Mi Cats and Dickies. This is the first opportunity to see over 10 Multihulls ranging from 8 -15 metres in length, in one location, on the water and side by side at Royal Clarence Marina in Gosport.

The show will be open every morning from 10am and will close at 1830 hrs every evening. All the multihulls on show will be open for public viewing and there will be opportunities to take a test sail on selected catamarans from 1500 hrs onwards.

Royal Clarence Marina is the site of The Royal Naval Victualling Yard straight across the water from HM Naval Base Portsmouth. This famous yard produced the food and drink for the Royal Navy between 1820 and 1982.

Entry and car parking in Cooperage Green off Weevil Lane is free.

Living with composites, NDT methods for large scale composite structures, Tuesday 3 July

The increasing use of fibre reinforced polymer composites in large-scale structures presents unique challenges at both the manufacturing and in-service lifecycle phases.

Non destructive testing (NDT) techniques provide a means of detecting damage within polymer composites without disturbing the underlying integrity of the structure.

The aims of this conference is to:
• Identify best practice in the use of NDT techniques for large-scale composite structures
• Relate the latest automation and data handling techniques for NDT methods

Seaside Heritage, Colourful Past, Bright Future, 16 - 17 October 2007

The British seaside is unique, but many of the fragile remnants from its heyday are not well understood and appreciated. Many seaside towns have suffered a downturn in their prosperity marked by physical, environmental and community decline. Very often, the historic fabric that made these towns attractive and exciting is under pressure to adapt to changing holiday tastes and at risk from inappropriate development.

Should we protect more of this precious heritage? Should we protect them at all? What role do these buildings have in regenerating seaside towns in the 21st century? Is physical renewal enough? What else is needed to unlock their economic potential? What lessons can we learn from other countries? And what should local, regional and national organisations do?

English Heritage is hosting a two-day conference on 16 and 17 October 2007 in Hastings to celebrate the colourful history of our seaside towns and examine ways that their heritage can contribute to the economy, quality of life and regeneration.

Marine energy, the next big opportunity for your technology

Marine energy is an emerging market with massive growth potential, representing a big opportunity for existing components and emerging technologies. To maintain the UK’s competitive edge the marine energy industry needs:
• Robust technology adapted from existing applications
• Skills and know how from other areas of industry
• Innovative new components

The Carbon Trust is looking to work in partnership with academia and industry to find and develop new component technologies for the marine energy industry.
Businesses involved with structural materials, gearboxes, rotors, electric generators or moorings that are interested in growing their market with support from the Carbon Trust can register their interest at: http://www.carbontrust.co.uk/technology/technologyaccelerator/mea_register.htm

The project will help the industry accelerate cost reduction by supporting:
• Development of new marine energy device concepts with potential for significantly lower costs than front-runner technologies
• Research and development into specific component technologies of marine energy devices that are common causes of high costs
• Development of low-cost installation, operation and maintenance strategies for marine energy devices

The project will involve —
• Developers and manufacturers of component technologies that could be used in marine energy devices
• Academic research teams with expertise relevant to these technologies

These organisations are invited to work individually or in collaboration to research these components and related technologies to understand how to make them more suitable for marine energy devices. The ultimate aim is to reduce the cost of energy from marine energy devices.

The project offers support to applicants to:
• Adapt existing technologies to new markets;
• Develop new products;
• Share the risk of developing new products and new markets; and,
• Understand the marine energy market and technologies.
Tidal Stream Wave
The Carbon Trust is offering grants of £50,000-£250,000 to conduct research into component technologies for marine energy devices. Projects are expected to last between six months and two years. The call for proposals will begin on 25 June 2007. To receive an application pack you should register your interest on the Marine Energy Accelerator website.
Applicants will complete an initial application form containing an outline of the project, who will be involved and what it aims to achieve. The best applicants will then be asked to submit a full application detailing their plans. From these, the most promising projects will be offered grants.
