Life after the Regional Development Agencies ....

Marine South East is leading an initiative to create a business-led steering board to help support the new Local Enterprise Partnerships or LEP's which are being set up by the Government. This would make available to the LEPs a wealth of maritime expertise and business influence, and ensure that the importance of maritime sectors to the local economy is fully reflected.

Ministers announced the first wave of successful partnerships last week as part of the new plan for local economic growth, which sets out the Government’s role in empowering locally driven growth, encouraging business investment and promoting economic development.

Among the South East LEP's which received the Government green light last week were the Solent LEP, Coast to Capital a West Sussex LEP and the Kent, Greater Essex and East Sussex LEP.

Marine South East is also hosting a ministerial visit to the Solent next February which will present progress on business engagement with the LEP and highlight the importance of the marine sector in future economic development.

CJR Propulsions partner with University of Southampton to develop innovation in sector

Leading propeller and sterngear manufacturer, CJR Propulsion, has announced the start of a long-term partnership with the University of Southampton, to develop accurate design tools to optimise propeller and sterngear technology for improved performance, fuel efficiency, longevity and reduced vibration.

Using computational fluid dynamics (CFD), CJR and the University aim to analyse and solve problems relating to fluid flows; using numerical methods and algorithms to perform the complex calculations required to simulate the interaction between hull appendages and the water.

Southampton based, CJR Propulsion designs and manufactures high quality shafts, propellers, rudders and other associated sterngear for the marine industry's leading brands, including Sunseeker, Princess and Ferretti.

Mark Russell, CJR's Managing Director commented: "As the industry's technical leader, we have invested heavily in advanced technology and recognise the importance of steering the industry towards a more scientific approach to hull and associated appendage design. We also see the potentially significant commercial gains which can be made through having a better understanding of the underwater environment."

The joint venture will utilise the part-government funded Knowledge Transfer Partnership (KTP) scheme, which offers post graduate students the opportunity to gain real-world experience, whilst delivering commercial value back into the private sector.

Russell added: "We have gained a fantastic resource in the chosen student, Simon Lewis, who will be working with us in our offices for the duration of the project. Simon's academic experience in this area is undoubtedly a huge benefit to our business - enabling us to leverage significant value for our clients, who'll benefit from the competitive and commercial advantages of addressing these issues."

The project is now firmly underway and impressive results appear to already be in the pipeline. as Lewis explains: "From our first project, we have gained a far better understanding of the stresses hull appendages have to face below the waterline. This enhanced understanding of the flow around the hull and appendages allows us to significantly reduce the appendage drag - which contributes between 10% to 15% of the overall drag of the craft. That sort of improvement could equate to around a two knot increase in cruise speed of high speed craft. It's results such as these which show the true potential CFD has in the marine environment."

The University of Southampton actively seeks to engage with marine companies. The diverse range of marine expertise ranging from engineering disciplines such as ship design and naval architecture, fluid dynamics and acoustics, oceanography and earth sciences through to ocean-related literary and historical research, maritime law and archaeology, means that the University are ideally placed to help tackle technical and environmental marine industry challenges.

CAMIS Marina Tourism Cluster Research Survey

There has been substantial growth in the marina industry over the last decade and with this a realisation that marinas are ideally situated to provide a hub for local business and industry cluster activities.

The purpose of this research is to study the marinas along the South Coast of England and the Northern Coast of France to gain a better understanding of the leisure marine industry in the Channel region. Results from this research will contribute towards a revised policy and set of tools for enabling Marina Clusters to further their economic growth and therefore the growth of the local area whilst opening opportunities for cross-border collaboration with France.

Marine South East and the University of Chichester are looking to further the knowledge and understanding of marinas and how they interact at a business level with the businesses both within the marina and in the local area.

There is evidence that marinas are ideally positioned to provide a level of support that impacts on the economic growth of the area and that marinas that work and collaborate with local industry increase their own potential towards growth and sustainability.

We would be very grateful if marina operators would take the time to follow the link below to an online questionnaire. Your response will be invaluable to helping us to understand the framework that marinas run to and help us to facilitate any necessary policy changes to help marinas grow and develop. It will also allow for future collaboration and facilitate potential cross-channel activities such as sharing best practice.

The survey takes around 15 minutes to complete. All responses will be collated to provide an indepth understanding of the marina industry and the scope of business activities that occur within and around each marina.

All data collected in this survey will be annonymous, and held securely for three years, although you will be asked for the name of the marina you are responsing for. Data will not be shared with any third parties

Preferred developer selected for Cowes Outer Harbour project

The South East England Development Agency (SEEDA) has confirmed Sutton Harbour Holdings Plc as the preferred bidder in the process to identify a developer and operator for the new Outer Harbour development at East Cowes, on the Isle of Wight.

The development is a key part of the regeneration of East Cowes, which will provide the opportunity to improve the links between East Cowes and West Cowes and open up the waterfront to enhance East Cowes’ status as a gateway, boosting tourism in the area. The plans include a new outer breakwater and a marina of 300 berths with separate provision for visitors and events. The project is is a joint project between SEEDA, Cowes Harbour Commission and The Crown Estate.

The selection of Sutton Harbour Holdings as preferred bidder follows a competitive tender process involving three short-listed bidders. The next stage will see detailed negotiation being undertaken with the aim of reaching agreement for works to begin in Spring 2011.

SEEDA's Development Director, Peter Cusdin, said: "We are delighted to be able to select Sutton Harbour Holdings as our preferred developer for the project. They have an excellent track record in delivering marine-related regeneration schemes, and are well versed in the importance of partnership working, which is key to bringing forward this important aspect of the regeneration of East Cowes. The development will mark an important step in the transformation of the area and support the growth of the local economy."

Solent Tidal Energy Opportunities

Marine South East in partnership with Envirobusiness is involved in a Solent based collaborative initiative called the Solent Ocean Energy Centre which is looking to advance the UK marine renewables sector by accelerating the technological advancement and commercial development of Marine Current Energy Converters (MCECs).

The Solent Ocean Energy Centre is a marine energy park for developers of 1st, 2nd and 3rd generation MCECs in and around the Isle of Wight and Solent region.

The Solent region is an ideal location for a marine energy park due to its strong tidal flows, physically protected waters and easy access.

The SOEC development provisionally includes:a nursery site for pre-prototype sea trials, a pre-commercial site for full-scale demonstrations, and a commercial site for array deployment. The sites will be supported by a shore-side facility for data, monitoring and control. SOEC will attract an onshore cluster of associated hard and soft assets including an offshore renewables supply chain and a maritime and offshore skills base.

Designed for phased implementation, it is estimated that the SOEC will be fully operational by the end of 2013, subject to securing finance.

SOEC is supported by project partners and a steering group consisting of QinentiQ, Gifford, BAE Systems, Ricardo, Halcrow, The University of Southampton, Marine South East and the Renewable Energy Association. The Isle of Wight Council are the government lead and Envirobusiness are the project managers.

Marine South East will keep interested parties updated on project progress via this email newsletter.
